
Menteri Pertanian (Mentan) Amran Sulaiman mengatakan, pupuk bersubsidi tahun ini berpotensi tak akan habis terserap. Padahal, kata dia, pasokan berlebih.
Menurut Amran, kebijakan pupuk bersubsidi selama ini sudah keliru. Sama halnya dengan penanganan sektor pertanian yang tak satu komando.
Dia menceritakan, bagaimana anggaran pupuk bersubsidi dipangkas habis sampai 50% di tahun 2024 menjadi hanya 4,73 juta ton dibandingkan tahun 2018 yang mencapai 9,55 juta ton. Setelah berulangkali menyinggung pemangkasan pupuk di rapat pemerintah, hingga saat itu kemudian disetujui Presiden Joko Widodo (Jokowi), volume anggaran pupuk bersubsidi tahun 2024 ditambah menjadi 9,55 juta ton.
“Ada kekeliruan di pertanian ini akibat tidak satu komando. Salah satu contoh, pupuk bersubsidi kemarin tidak tersedia 50%. Pupuk untung Rp6 triliun, pegawainya untung nggak masalah, tapi petani seluruh Indonesia teriak,” katanya saat Rapat Kerja dengan Komisi IV DPR, Selasa (5/11/2024).
“Sekarang sudah ditambah 100%, sekarang terserap sudah 60%, suda nggak masalah. Tapi, ada kekeliruan. Dalam APBN, anggaran pupuk itu dalam rupiah, dolar, bukan quantum. Tanaman itu butuh quantum. Kelihatan sepele, tapi bikin masalah besar bagi pertanian,” tukasnya.
Akibat kesalahan 1 kata di dalam penganggaran pupuk bersubsidi itu, kata dia, efeknya menghancurkan petani di Indonesia.
“Begitu perang Ukraina-Rusia, bahan baku (pupuk) langsung naik 200%. Sehingga yang dikurangi pupuknya jadi 4,7 juta ton. Kami sampaikan ini 5 kali dalam rapat, ini masalah. Alhamdulilah sudah terselesaikan,” sebutnya.
“Sekarang pupuk berlebih, tapi nggak akan terserap sampai akhir tahun. Karena baru Juni-Juli terdistribusi. PIHC ada di BUMN, kami nggak bisa intervensi. Tapi kerjanya pertanian.,” cetus Amran.
Belum lagi, imbuh dia, setelah berproduksi petani membutuhkan pembeli. Dalam hal ini, Perum Bulog menjadi offtaker. Namun lagi-lagi, Bulog adalah BUMN, sehingga dia mengaku tak bisa intervensi.
“Sehingga ke depan, ada pemikiran pertanian ini 1 komando di Menteri Pertanian yang akan bertanggung jawab. Jadi kalau ada apa-apa Menterinya yang diganti, karena 1 komando itu,” kata Amran.
